My father bought an old Schwinn for me at a resale in the early 70~s. It was OLD then, but I have no idea where to look for a serial #. The bike & seat have the Schwinn logo. It is a girls bike with what I guess are balloon tires and what look like newspaper baskets on both sides. It is rusted, is this too far gone to save? If not, how can I find out the style/model/year?

Never too far gone to save. May never be valuable but easy to make rideable. Try to find the tire size on the tires. 26x2.125 is balloon; x1.75 or x1 3/4 (different sizes!) is middleweight.
Your serial number is very likely on the left rear dropout, where the wheel bolts to the frame. The left side is your left as you sit on the bike. Other
possible locations are under the bottom bracket (pre 1953) and below and to the left of the badge in front as you face the bike (post 1972). Compare the number with the list on this site under Resources.
If it~s from the early 60s you~ll be able to look at catalog pages at the Schwinn Lightweight Data Book site
